Yes, it appears the Bolivian approach to patching rural roads is to place cobblestones into pot holes. Keep in mind this is the land of cheap manual labor and expensive everything else. So if you can avoid having asphalt trucked out to fill a pot hole and instead have someone spend a couple of hours placing cobblestones, you have a winner.
